(a)  At  the  request  of  any  of  the  signatories  after  the  expiry  of  ten  years  from  the
effective  date  of  the  settlement,  or  prior  to  that  time,  by  unanimous  consent  of  all
the  signatories.
(b)  In  the  event  of  an  undue  delay  in  the  development  of  the  European  Community
upon  whose  existence  this  settlement  is  premised,  or  in  the  event  of  a  basic  modification
  in  the  form  of  that  Community  which  would  affect  the  arrangements  made
for  the  Saar,  any  of  the  signatories  may  request  a  review  of  the  settlement.  Any  revision
  shall  be  subject  to  concurrence  by  the  United  States  and  United  Kingdom
Governments.
Annex  C
Suggested  Amendments  to  U.K./U.S.  Paper  on  the  Saar
1.  Amend  paragraph  4  (a)  to  read  as  follows:
„All  political  parties  should  be  permitted  freely  to  organise  themselves  and  participate
  in  the  elections,  provided  their  activities  are  in  accordance  with  the  Saar
Constitution  and  the  law.  Advocacy  of  amendments  of  the  Saar  Constitution  by
constitutional  means  would  not  in  itself  constitute  a  ground  for  taking  action
against  the  parties  or  persons  concerned.  Any  party  or  person  whose  political
activities  were  banned  by  the  Saar  authorities  would  enjoy  the  right  of  appeal  to  the
Commission  referred  to  in  sub-paragraph  (f)  below.“
2.  Replace  paragraphs  5,  6  and  7  by  the  following  single  paragraph:
„As  soon  as  the  elections  have  taken  place  the  Governments  of  France  and  the  Saar
shall  negotiate  a  revision  of  the  agreements  constituting  the  present  Franco-Saar
economic  union.  This  revision  would  be  designed  to  grant  to  the  Saar  the  greatest
possible  degree  of  autonomy  in  economic  matters  in  accordance  with  its  new  status
and  at  the  same  time  to  safeguard  the  close  links  between  the  industries  of  the  Saar
and  of  Lorraine  by  assuring  to  France  continued  ready  access  to  the  products  of  the
Saar  mines.“
3.  The  following  minor  amendments  might  also  be  made:
(i)  Reword  the  beginning  of  paragraph  2  to  read  as  follows:
„2.  The  Saar  should  be  placed  under  an  appropriate  European  organisation,  for
example  the  European  Coal  and  Steel  Community  or  the  Council  of  Europe.  This
organisation  should  “.
(ii)  Reword  end  of  paragraph  3  as  follows:
„....  especially  that  of  the  High  Authority  of  the  European  Coal  and  Steel
Community“.
(iii)  Reword  middle  of  paragraph  4  (f)  to  read  as  follows:
„....should  be  supervised  by  a  Commission  set  up  by  the  European  organisation
referred  to  in  paragraph  2  above,  such  a  Commission  not  to  “.
(iv)  Re-number  paragraphs  8,  9  and  10  as  numbers  6,  7  and  8.
