Full text : Das Saarland zwischen Frankreich, Deutschland und Europa

(a)  Foreign  relations  (including  defense);
(b)  Preservation  of  the  political  status  of  the  Saar;
(c)  Preservation  of  the  democratic  liberties  within  the  Saar.
In  all  other  respects,  except  for  the  specific  economic  arrangements  described  in
paragraphs  5  and  6  below,  the  Saar  should  enjoy  full  political,  cultural  and  economic
  freedom.
3.  The  Saar  should  become,  so  far  as  possible,  the  seat  of  various  projected  European
  authorities  especially  that  of  the  Schuman  Plan  High  Authority.
4.  A  complete  new  Saar-Landtag  should  be  elected  within  four  months  of  signature
of  the  agreement.  These  elections  should  be  conducted  on  the  following  lines:
(a)  Political  parties  should  not  be  banned  simply  because  they  aim  at  the  return  of
the  Saar  to  Germany  at  the  time  of  a  peace  settlement.
(b)  Political  parties  should  consist  only  of  established  residents  of  the  Saar  and
should  be  financed  only  by  contributions  from  such  residents.
(c)  Only  established  residents  of  the  Saar  should  vote.
(d)  Established  residents  should  not  be  liable  to  expulsion  from  the  Saar  before  and
during  the  election  period.
(e)  The  Governments  of  France  and  of  the  Federal  Republic  of  Germany  agree  not
to  seek  to  influence  the  elections  or  the  attitude  towards  the  settlement  of  the  new
Government.
(f)  The  elections,  to  be  held  under  conditions  of  freedom,  should  be  supervised  by  a
Commission  set  up  by  the  Council  of  Europe,  such  a  Commission  not  to  include  representatives
  of  France,  the  Federal  Republic,  or  the  Saar.
Economic
5.  The  fifty  year  lease  of  the  Saar  mines  to  France  and  joint  Franco/Saar  operation
of  the  Saar  railways  should  continue  in  force.
6.  Production  of  the  Saar  mines  and  iron  and  steel  industries  should  be  included  in
the  figures  of  France  for  purposes  of  the  Schuman  Plan.
7.  With  the  exception  of  the  provisions  in  paragraphs  5  and  6  above,  the  Saar
would  enjoy  complete  economic  freedom  as  from  the  date  of  ratification  of  the
present  agreement.  The  Saar  would  thereafter  have  the  right  to  continue  or  discontinue
  the  validity  of  the  other  Franco-Saar  economic  conventions.
Procedure
8.  The  settlement,  to  be  negotiated  by  France  and  the  Federal  Republic,  would  be
subject  to  concurrence  by  the  U.S.  and  U.K.  Governments  and  to  approval  by  the
new  Saar  Landtag  elected  according  to  the  terms  of  paragraph  4  above.
9.  The  Governments  of  France  and  of  the  Federal  Republic  should  agree  to  consider,
  not  later  than  one  year  after  signature,  any  modification  which  the  new  Saar
Government  may  wish  to  propose.
10.  The  settlement  shall  be  subject  to  a  review,  and  to  modification  by  agreement
of  all  the  signatories,  under  the  following  conditions:
