  Politik.
Schreiben des britischen Hochkommissariats an den britischen
Außenminister Anthony Eden, confidential.

Sir,
With reference to my telegram No. 296 Saving of 3rd March3 4, 1 have the honour to
report that on 2nd March the Federal Government addressed a note on the subject
of the Saar to the Secretariat of the Council of Europe for submission to the
Committee of Ministers when it meets on 19th March.' The Federal Government
do not intend to publish this note, at any rate not before it has officially come
before the Committee of Ministers, i.e. on or after 19th March. Its existence has
however been trumpeted in the press, and indignant comment from Paris has been
gleefully reproduced, coupled with the assertion that the storm will not change the
Federal Government’s point of view. A copy of the note, a translation of which is
enclosed, has been given unofficially to a member of my staff.
2. The note and its accompanying memorandum assert that the basic political
liberties are not safeguarded in the Saar in a manner compatible with Article 3 of
the Statute of the Council of Europe. The Federal Government ask that the note and
its enclosure be brought to the notice of the Member Governments of the Council
