Die USA und die Saarfrage
Die USA förderten seit dem Marshall-Plan die Fortschritte in der europäischen
Integration und einen deutsch-französischen Ausgleich. In dem Telegramm an sein
Außenministerium berichtet der amerikanische Hochkommissar über seine Konsultationen
mit der Bundesregierung zu der in dieser Hinsicht kontraproduktiven
Wirkung der Kontrollpolitik an der Saar und ihre Vernetzung mit der bundesdeutschen
Innenpolitik. Er stellt die Priorität der Europapolitik gegenüber der
Saarfrage erneut heraus und empfiehlt aus Rücksicht auf die innerdeutsche Lage
eine amtliche US-Erklärung in diesem Sinne. Damit dürfe jedoch der interalliierte
Konsens der frühen Nachkriegsjahre über die französische Saar-Politik nicht in
Frage gestellt werden.

At Chancellor’s request, Hallstein, Blankenhom and Lenz flew to Munich to see
me today and to tell me of the very serious nature of political crisis in Germany
created by French announcement on Saar.1 New designation of Grandval would not
of itself had great importance, except for fact that in German eyes it represented
another step in long series of French unilateral acts tending further to emphasize
separation of Saar from Germany and thus constituted violation of pledge given by
France in exchange of letters at time of signature of Schuman Plan. As such it has
been real blow to those elements in Germany who sought understanding with
France; it has undermined Chancellor’s position, it has given opposition a popular
plank and new life to Schumacher, and has created real doubts as to French intentions.
