conscious  of  growing  strength  and  perhaps  under  a  less  friendly  Government.  It  is
suggested  therefore  that,  after  the  Schuman  and  the  European  Army  plans  are  under
way,  a  further  joint  Anglo-United  States  approach  should  be  considered,  for  preference
  in  a  meeting  of  the  three  Foreign  Ministers.
3. While  it  is  note  for  us  to  tell  the  French  how  we  think  the  problem  should  be
solved,  we  ought  to  try  to  establish  what  solutions  are  and  what  are  not  reasonably
practicable.  Have  Western  Organisations  and  Western  Departments  any  observations
  on  the  ideas  set  forth  in  paragraph  3  of  the  telegram  within?
