Britische  Beurteilung  der  Haltung  Adenauers
zu  den  Saar-Konventionen  1950

Das  Foreign  Office  setzt  sich  in  dieser  an  das  britische  Hochkommissariat  in
Deutschland  gerichteten  Stellungnahme  mit  Adenauers  öffentlicher  Argumentation
zur  Saarfrage  auseinander  und  widerspricht  ihm  in  Kernpunkten.  Insbesondere
weist  es  seine  politische  Gleichsetzung  mit  der  Frage  der  deutschen  Ostgebiete  zurück.
  Zugleich  wird  intern  die  französische  Politik  kritisiert,  obwohl  diese  auf  den
interalliierten  Abmachungen  seit  1947  beruhe.  Adenauers  Absicht,  die  Alliierten
gegeneinander  auszuspielen,  wird  aber  auch  deshalb  zurückgewiesen,  weil  Großbritannien
  die  Konventionen  gegenüber  Paris  intern  im  deutschen  Sinne  beeinflusst
habe.17

Dr.  Adenauer’s  statement  to  the  press20  is  misleading  on  a  number  of  points.  In
particular:
1.  He  states  that  the  coal  mines  are  essential  to  the  Federal  Republic  if  the  aims  of
the  Marshall  Plan  are  to  be  achieved.  But  the  fact  is  that  ever  since  the  European
Recovery  Plan  came  into  operation  and  indeed  since  the  war  the  Saar  mines  have
been  under  a  special  regime  and  the  recent  Saar  agreements  have  not  altered  the
existing  state  of  affairs  though  they  place  it  on  a  contractual  basis.
2.  He  claims  that  the  Saar  agreements  are  in  direct  contradiction  to  the  statements
of  the  Western  Government  that  alteration  to  Germany’s  frontiers  can  only  be
carried  out  by  a  peace  treaty.  But  the  provisional  character  of  the  Saar  agreements
is  specifically  laid  down  in  the  agreements  themselves  and  there  is  thus  no  contradiction.
